Panem is ruled by a President although the system is different. It is more like a dictatorship than what we have today.
This song is perfect to describe Peeta and his situation. I think the line, “I let it fall, my heart / And as it fell you rose to claim it / It was dark and I was over / Until you kissed my lips and you saved me,” are perfect for Peeta and Katniss’ time in the cave when they were both healing and falling for each other. Lines like, “But there’s a side to you / That I never knew, never knew / All the things you’d say / They were never true, never true / And the games you play / You would always win, always win,” showed Peeta’s desperation for Katniss. He was truly in love with Katniss and everything he did was to protect Katniss in the Games.

This video shows perfect descriptions of Katniss and Peeta’s situation. The song fits perfectly as well.
The line of, “Remember the time you held your hand in mine / it felt like solitude / When in reality the whole world was listening demonstrates how Katniss and Peeta felt during the opening ceremony when they were holding hands.
